Summary All hourly jobs are considered as open for bid on a continuous basis. Any BPA employee on a competitive career or career-conditional appointment may, at any time, submit an application for permanent promotions, reassignments, or change of duty stations. In order to assure all interested employees are considered, candidates are solicited annually through a Continuous Vacancy Announcement - Hourly Jobs (Bid List) identifying those jobs and duty locations, for which they wish to be considered. Responsibilities As an Electrical- Mechanical Worker, you will: From blueprints received from the Switchboard Foreman, the incumbent reviews the design to ensure that drawings are correct, and that equipment can be mounted on the panel as drawn. If modifications are needed to the blueprint, consults with the Foreman or Electrical Services (TNE) to correct the design. Based on the design drawings and necessary revisions, selects the compatible computer program to fabricate the panel to the correct dimensions, to ensure that mountings and wiring are placed correctly. If a compatible program does not exist, inputs design information to establish the correct pattern. Utilizing the CAD CAM computer equipment, engraves precise nameplates for use in substations and electrical panels to identify the type and location of equipment. Modify, fabricate and test and control selector switches. Fabricate with lathe, bandsaw, and other appropriate tools, high priority simple mechanical parts for panels (i.e. screws, spacers, electrical barriers, etc.). This work is limited to what has been normally assigned to and traditionally performed by Switchboard Shop Electricians. Fabricate mimic bus from prints, determining correct color code to match voltage. Complete shop orders requesting that electrical panels be painted and returned to the Switchboard Shop for distribution to field substations in a timely manner. Responsible for performing or scheduling the maintenance of all equipment, including the computerized machinery. The incumbent may, on occasion, be required to perform the duties of a Journeyman Electrician. Requirements Conditions of Employment Position is subject to initial pre-employment Drug Testing and random drug testing thereafter. This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position. After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards. Apprentices in the last year of the program are encouraged to submit an application to indicate duty locations for which they want to be considered for permanent placement. Become familiar with and follow the safety practices of the BPA Accident Prevention Manual. Subject to call for emergency work outside normal duty hours. Possess a clearance certificate and an electrical worker's permit. or obtain one within 1 year of appointment and maintain continuously thereafter. Must possess a valid state driver's license and may be required to possess a commercial driver's license (CDL) with all endorsements that are required to operate substation maintenance and construction equipment from state of residence. Traffic citations indicating poor driving habits may disqualify applicants. Be certified on aerial lift or other equipment if assigned to use or operate. Take First Aid refresher training. Be able to wear protective apparel such as respirators when required for worker safety. The screen-out element for this position is: the ability to do the work of the position without more than normal supervision to accomplish works and trades in electrical power substations and industrial or commercial facilities. Experience to include assembly, wiring, installation of switchboards from blueprints or wiring schematics, installation and assembly of major electrical equipment (i.e., transformers, load tap changers, power circuit breakers, voltage regulators, disconnect switches, motor-generator sets; and inspection, adjustment, maintenance, and repair of the above types of equipment. Failure to meet this Screen out Element will result in an ineligible rating. WORKING CONDITIONS: Work is normally performed in the Switchboard Shop of Construction and Maintenance Services. Hazards include: working around noisy equipment; working near machinery; and being exposed to noise and vibration; and being exposed to hazardous substances (i.e. paint thinner, solvent fumes, cleaners, epoxies, etc.). Work requires lifting, bending, and constant walking and standing on concrete floors. Emergencies may require that the work be performed at night or under serious time pressures. System priorities may require extended period of overtime, including working weekends and holidays PHYSICAL CONDITIONS: Incumbent must be physically and mentally able to efficiently perform the essential duties of the position, with or without reasonable accommodation, without hazard to themselves or others. The work requires extensive bending, pushing, pulling, reaching, and climbing; occasional crawling, and working in cramped positions. Must be able to lift and carry loads weighing up to 75 pounds. Must be able to move and position equipment and materials weighing over 75 pounds. Incumbent must be able to work with both arms overhead. Must be able to periodically wear protective apparel which includes respirators. Incumbent must have good distance vision in at least one eye and have the ability to read printed material the size of typewritten characters. They must be able to distinguish different electrical components based on color coding or shade variations. They must have the ability to hear the conversational voice. Speech must be suitable for clear communication by telephone. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
