Manager Capital Construction Projects (46197)

The City of Toronto’s Corporate Real Estate Management Division (CREM) is currently recruiting for (2) Managers, Capital Construction Projects, to support strategic projects and programs that are critical to the successful operation of the City. ModernTO Position – 36 Month Term

The City of Toronto’s Corporate Real Estate Management Division (CREM) has embarked on a strategic initiative, ModernTO l Workplace Modernization Program, to optimize and modernize the use of the City's office real estate portfolio, while driving workplace transformation. This key initiative will reduce the number of locations and improve the overall efficiency of the office footprint. At the same time, the program will drive change to our corporate culture and foster a workplace environment that responds and adapts to the evolving needs of our employees. The program vision will integrate flexible workstyles that will enable us to work independently and collaborate more easily and accommodate various activities with individual workspaces, meeting rooms, and combinations of open and enclosed spaces for collaboration and social connection.

The Project Management Office within the CREM Division is obtaining a Professional Corporate Real Estate Service Provider to deliver the Program Management, Project Management, Architecture, Engineering Design, and Construction for the ModernTO l Workplace Modernization Program, through a Master Services Agreement (MSA). The Manager of Capital Construction will be responsible for a team of approximately (6) Senior Project Managers (SPM), all direct reports, that will work closely with our Service Provider to manage and oversee the MSA Project Delivery.

Reporting to the Project Director, Project Management Office, the Manager plays an integral role in the oversight and delivery of the ModernTO implementation team. The Manager will be assigned the ModernTO Portfolio of work that will be delivered by the City’s Service Provider, and manage the City’s frontline Team, who are the key interface between the Service Provider and other city divisions and groups. The Manager and their team of SPMs will oversee project and program delivery, budget approvals, financial expenditure, vendor performance, KPIs, procurement, reporting, approvals, client engagement, and scope of work coordination.

Major Initiatives and Strategic Projects Position – Permanent

As part of the City-wide Real Estate Transformation, and new Real Estate Service Delivery model, CREM’s Project Management Office (PMO) has been given an expanded mandate that includes the delivery of major building projects for nearly all City divisions, agencies, and corporations. These projects are generally high profile, complex engineering and construction projects that include multiple stakeholders with values ranging between $20 million to $700 million. Some examples include the St. Lawrence Market North Project, Union Station Revitalization Project, and New Etobicoke Civic Centre.

To deliver on this mandate, the PMO works closely with CreateTO, a new City agency that works with clients on portfolio strategies, land development and redevelopment, and real estate capital planning matters for new construction projects. Following the development phase, those strategic initiatives are transferred to the PMO, and the Major Initiatives and Strategic Projects group has oversight of the project management and delivery of those projects from development approvals to construction and handover. The Manager, Capital Construction Projects will be responsible for a team of approximately (5) Senior Project Managers and (1) Project Manager, all direct reports, that support a variety of client projects during the evolution of this centralization of project delivery services.

Reporting to the Project Director, Project Management Office, the Manager will play an integral role in setting contract and procurement strategy, communications plans, developing project execution plans, working with clients and stakeholders, managing disputes, and be given oversight of project delivery, budget approvals, financial expenditure, vendor performance, KPIs, reporting, approvals, and scope of work coordination.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.

  • Manages, motivates, and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and conducts performance management when needed.

  • Administers the annual budget for the unit and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.

  • Provides client consultation, cost benefit analysis, feasibility study, technical review, and budget estimates services with respect to facility planning and capital construction.

  • Forecasts, develops, and implements, short- and long-term financial budgets to facility requirements.

  • Ensures capital projects and programs are successfully delivered.

  • Implements project control systems, cost evaluation methodologies and performance evaluation criteria for consultant selection in accordance with established corporate policies and guidelines.

  • Manages the preparation of specifications for new work and capital projects. Implements, and maintains a performance evaluation for contractors and consultants in consultation with the City's procurement department.

  • Liaises and works collaboratively with client service managers to ensure that customers' needs are identified and met.

  • Plans financial and operational requirements and determines staffing requirements.

  • Maintains the cost control system for responsible capital projects.

  • Liaises with other managers for the preparation of capital budgets.

  • Manages issues related to labour relations, performs recruitment and selection, performance appraisals, and training and development of staff to ensure competency.

  • Prepares reports, attends, and responds to questions at Council and Committee meetings.

  • Provides value engineering for capital project implementation.

Key Qualifications:

  1. Post Secondary Education in Engineering, Architecture, Construction Management, Business Management, or an approved equivalent combination of education and experience.

  2. Extensive large scale strategic project and program management experience in the area of building construction including architecture, engineering and design. Experience with Workplace Solutions or working as a Corporate Real Estate Service Provider, or as an Owner’s Representative would be considered an asset.

  3. Considerable experience managing a large, multidisciplinary team of technical and professional staff with experience leading, motivating, coaching, and developing employees.

  4. Experience with advanced procurement processes, strategic sourcing, program vendor management, audit and monitoring of KPIs/SLAs reporting out through the program delivery, including managing financial expenditures, progress payments and assigned budget.

  5. Considerable experience managing a variety of delivery models including Stipulated Sum, Design-Build, Construction Management, and Integrated Project Delivery are seen as an asset.

  6. Experience in facilities project and/or program management for multiple clients with varying needs based on their operational requirements.

  7. Experience with managing complex functional user programs and data sets along with leading change through workplace accommodation and business transformation in a complex organization.

  8. Experience successfully building stakeholder relationships including negotiation, facilitation, and engagement.

  9. Working knowledge of building planning and design principles, concepts, and procedures. Experience with Passive House Design principles and net zero or sustainable building construction would be considered an asset.

  10. Working knowledge in all aspects of building systems; heating, ventilating and air conditioning systems; security systems and accessibility.

  11. Demonstrated knowledge of applicable codes and government legislation such as the Occupational Health and Safety Act and its regulations, the Construction Act the National Fire Code, Ontario Building Code (OBC), Construction Standards Association (CSA), Accessibility for Ontarians with Disabilities Act (AODA), and other relevant codes and regulations.

  12. Demonstrated success in developing and implementing capital development programs.

  13. Experience with capital and/or operating budgets, financial controls and procedures affecting facilities and real estate.

  14. Experience in the procurement of construction and professionals’ services; contract preparation; execution and administration; and project cost control.

  15. Experience with project control, program control and monitoring activities including risk analysis, risk mitigation, project action + decision logs and change request approval reporting. Strong experience managing project budgets, cash flow forecasting, earned value analysis, and detailed project scheduling is required.

  16. Experience in the tender preparation of construction documents, requests for proposals for design/build assignments and professional service assignments, request for quotations, and the execution of the corresponding contracts and agreements.

  17. Proficient with a variety of software packages including, MS Office (i.e. Word, Excel, Access, Visio and PowerPoint), project scheduling + tracking software and databases (i.e.MS Project, Primavera P6) and general knowledge of SAP with strong data analytics and spreadsheet abilities. Knowledge of Building Information Modelling (BIM) software and clash detection analysis would be considered an asset.

  18. Effective decision-making skills, demonstrating innovation and results-oriented leadership and a strong customer service orientation.

  19. Highly developed human relations skills, with the ability to communicate both orally and in writing at all levels of the organization, including elected officials, internal and external clients.

  20. Ability to travel to various work locations and conduct site visits.
