Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Housing Program Supervisor. The Housing Program Supervisor will provide oversight of the work related to the activities of the Tenant Rental Assistance Certification System (TRACS) team and the Housing Technicians that support the Performance Based Contract Administration (PBCA) department. This person will provide work direction, guidance for the staff involved in carrying out voucher processing and PBCA support activities. They will be responsible for updates to procedural manuals and tools and fostering a culture of compliance throughout the department.

This person will also be responsible for creating and maintain policies and procedures for the TRACS team and PBCA support staff. The person in this position assigns staff to projects, balances staff workload, hiring, training, evaluating, disciplining, coaching, guiding, and facilitating direct reports and their work. This person will be responsible to ensure team compliance with the Annual Contributions Contract (ACC) between Minnesota Housing and the Department of Housing and Urban Development (HUD), avoiding contract disincentives, so that the maximum fee potential can be met.

Essential Job Duties

  • Provide leadership and direction to employees by establishing unit priorities, assigning responsibilities, setting timelines, and directing activities of employees to achieve the unit’s objectives.

  • Support, coach and facilitate the development of each employee’s knowledge, abilities and skills; provide timely and specific feedback, guidance and training to help employees reach their goals and objectives.

  • Evaluate employee performance and create and modify work plans, as needed.

  • Manage Contract Administration activities effectively to preserve existing affordable housing in accordance with the ACC and to meet HUD and Minnesota Housing's strategic goals.

  • Create and nurture effective working relationships with internal and external customers and partners so that business needs of all concerned continue to be met.

  • Identify activities and processes that are inefficient or otherwise need improvement and work with internal and external resources to refine and enhance where appropriate.

  • Identify external and internal resources to utilize them for technical assistance, problem-solving and conflict resolution.

  • Perform other duties as assigned.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

  • Four (4) years of experience with federally subsidized housing (Section 8, Section 811 Project Rental Assistance (PRA), Public Housing, Housing Choice Voucher Program) administration.

  • Demonstrated leadership experience, including at least one of the below:

o Experience as a manager, supervisor or team lead

o Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

o Completion of a similar or equivalent leadership development program through another organization

o A paid or unpaid position leading a project or program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include:

§ 1+ years of identifying issues, goals, and strategic actions and

§ 100+ hours per year time commitment

§ (Resume must clearly document how experience meets these requirements)

  • Demonstrated strategic planning skills sufficient to plan and organize large projects, prioritize, and make recommendations or decisions on the direction of a project.

  • Strong communication and customer service skills with a motivation to maintain customer satisfaction and to contribute to the success of the team.

  • Experience identifying and resolving complex business, program or regulatory issues.

  • Experience leading teams to meet expectations for productivity, quality and goal accomplishment.

Preferred Qualifications

  • Knowledge of HUD’s Tenant Rental Assistance Certification System (TRACS) and the vouchering process.

  • Experience leading a new initiative that includes coordination with numerous partners and software systems.

  • Experience building relationships with external partners and stakeholder communities.

Physical Requirements
