Program Manager, Opioids Crisis Response
The City of Detroit is seeking a strategic, collaborative, and empathetic leader to serve as Program Manager overseeing the City’s opioid crisis response, including the use of funding from legal settlements with manufacturers and distributors of opioid medications. This is a unique opportunity for a strategic leader and strong manager to shape crucial programs across the City.
The Program Manager will:
coordinate opioid crisis response initiatives across all City departments;
lead planning and budgeting for the use of the opioid settlement funds;
work closely with City departments to develop, scope, and implement programs that use the funding; and
ensure that programs funded by the settlements complement other opioid crisis response initiatives and the broader suite of behavioral health programs in the City.
The Program Manager will report to the Mayor’s Director of Policy and Implementation and work closely with the City’s Chief Strategy Officer, who leads efforts to address behavioral health needs in the City.
The City is using settlement funds toward targeted, strategic, and innovative programs that reduce overdose mortality, help individuals enter treatment or access harm reduction services, and support long-term recovery. The use of settlement funds will also complement City priorities in improving services for unhoused individuals and mental health resources.
Examples of Duties
The main duties of the Program Manager include ensuring program success by developing and executing measurable objectives, providing functional oversight of initiatives, managing the budget, and maintaining strong working relationships with City departments and external program partners and stakeholders.
Program Management of Opioids Crisis Response
Coordinate and oversee the City's use of settlement funds from legal settlements with manufacturers and distributors of opioid medications.
Manage an expected budget of roughly $3 – 4 million per year across all initiatives. Monitor revenue and expenditures for programs funded by the settlement funds and ensure strong financial stewardship.
Work closely with City departments to develop, scope, and implement opioid crisis response initiatives. Work will include engaging with department staff on strategic priorities and program design; ensuring that program design reflects evidence-based practices and findings from data analysis; drafting and reviewing scopes of work for procurements and contracts; project management to ensure timely progress in executing plans; and ongoing monitoring of programs for continuous improvement and impact evaluation.Specific program focuses will include naloxone distribution, outreach to meet individuals using substances where they are and connect them with treatment, and expansion of recovery housing.
Lead the implementation of a Quick Response Team program, which will involve managing contracts with community-based organizations to respond to referrals of overdose survivors and provide counseling and connection to care. Expected duties include working with the selected organizations and city departments (e.g., Detroit Fire Department Emergency Medical Services, Housing and Revitalization, Health Department) to develop program protocols; monitor implementation and results; and help trouble shoot or refine the program over time to maximize effectiveness.
Ensure that programs funded by the settlements align with the broader suite of behavioral health programs in the City through communication and coordination with other City programs, including for homelessness and mental health.
Achieves program objectives by contributing information, research, data, and recommendations to inform strategic goals and plan.
Accomplishes operational process objectives by overseeing multiple project activities, information sharing, data collection and visualization.
Collaborates with City Departments and program partners, including by facilitating meetings, regular reporting, and presentations.
Cultivates a team culture that is dedicated to achieving excellence in programming.
Maintains effective working relationships with stakeholders and external partners.
General Responsibilities of a Project Management & Analytics Specialist
Manages project development and execution from inception to closure.
Tracks and reports project milestones and status reports to project sponsors.
Assists with the implementation of organizational goals, initiatives and plans.
Drives fact-based decision making at all levels within the organization.
Analyzes data from a variety of database sources and formats for research, systems, and report design.
Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on use of these reports to manage operations or inform policy decisions. Finds ways to improve functionality of reports or data analysis.
Drives process improvement initiatives, including automation, on the processes/tools used to increase the capability and efficiency of reporting efforts.
Presents results of analyses concisely and effectively to ensure adoption.
Produces summarization reports, outputs, and operational interfaces that present research findings to stakeholders.
Provides recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis.
Minimum Qualifications
Education
Bachelor's degree with a major in project management, public policy, business, management, data analysis, organizational development, or a related field.
Project Manager & Analytics Specialist III – Advanced levels of responsibility and three to four (3-4) years of project management or data analytics experience.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
