General Purpose

This position is responsible for providing field-based support to the Citys Stormwater Program including: inspection and maintenance of stormwater and wet-weather related assets, leading the Illicit Discharge Detection and Elimination program and assisting with compliance and enforcement of City stormwater related ordinances. Works closely with the Stormwater Program Manager, the Water Resources Infrastructure Asset Manager, and the Water Resources GIS & Field Specialist to support Stormwater Program technical needs.\ \ Union Affiliation:American Federationof State County and Municipal Employees (AFSCME)\ Pay Grade 18:\$32.75 - \$36.53 Hourly

Essential Job Functions
  • Conducts compliance and enforcement activities related to the Chapter 26 City Ordinance under the supervision of the Stormwater Program Manager, including but not limited to:

  • Assists with the day to day GIS based asset management framework for stormwater infrastructure in consultation with the Infrastructure Asset Manager and the Water Resources GIS & Field Specialist. This includes, but is not limited to,

    • Mapping of new features, inventory and attribute updates to existing features
  1. Inspection and condition assessment of Stormwater/wet weather assets (e.g. stormwater treatment systems, pipes, manholes, catch basins, outfalls, etc.)
  • Implements the on-going sewer assessment program for separate storm sewer pipe and responds on an as needed basis to filming needs related to combined sewer overflow/surcharge events, under the guidance of the Infrastructure Asset Manager.
    1. Coordinate pre-cleaning (as needed) with internal/external forces
    2. Plan and conduct CCTV videoing, review videos and scores pipe condition using risk-based assessment methods (Pipeline Assessment Certification Program (PACP) or equivalent) or works with internal or external forces or to do the same.
  • Coordinates maintenance of stormwater and wet-weather infrastructure with internal and external forces and ensures documentation of activities using workorders in the Citys Computerized Maintenance Management System (CMMS)

{=html} <!-- --> - Support Stormwater Program Manager and the Water Resources Policy and Program Advisor in the implementation of non-structural stormwater management programs such as Adopt-a-Drain, downspout disconnection and residential stormwater management including the Residential Stormwater Incentive BlueBTV effort. - Provide initial reconnaissance response to customer service requests related to stormwater management, drainage issues or other water resources related issues; manage requests from the asset management platform as appropriate and coordinates with appropriate water resource personnel. - Conducts other field work related to stormwater/wet-weather projects and programs, including but not limited to: 1. Site data collection, such as surveying and soil borings 2. Water quali ty sampling of surface water and wastewater 3. Documentation of combined sewer manhole surcharge conditions
