State of Massachusetts Policy Specialist - Contractor in Boston, Massachusetts

The Massachusetts Department of Public Health, Bureau of Health Care Safety and Quality is seeking a qualifiedPolicy Specialist dedicated to public health, quality of care and safety to support the Bureau’s Offices and Divisions by planning, coordinating, implementing, and monitoring the implementation of key initiatives and mandates. Please note:this is a contract role. The Policy Specialist will analyze the impact of statutes, regulations, policies, and standards. You will manage, organize, maintain, and update existing policies and procedures and evaluate their effectiveness on a continuous basis. Additionally, you will assess the need to develop new regulations or to revise existing regulations, assess the probable impacts (both programmatic and fiscal) of regulatory change, and develop an implementation strategy to ensure compliance with regulations and statutes. Ideal candidates will have experience working in public health administration and a thorough understanding of the Massachusetts regulatory and legislative process. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Plan, coordinate, and monitor the implementation of initiatives and mandates for the Bureau’s Divisions and Programs including coordination of policy review and development of written policy briefs. * Coordinate legislative tasks including the tracking of mandated legislative reports; the development of mandated legislative reports in a timely manner to allow for review and submission based on statutory deadlines; monitoring of legislative hearings and tracking of legislation; and development of written comments on pending legislation. * Support the development of Bureau-wide policies and procedures, goals, and objectives. Provide operations, external relations and policy support for Bureau programs and initiatives. * Oversee Bureau related boards and commissions. Ensure proper bureau representation and compliance with regulatory requirements including open meeting law requirements. * Oversee the Bureau’s Public Records group responsible for timely and accurate processing of public record requests. /_Preferred Qualifications:_/ * Working knowledge of health care practice and health care policy, public health administration and Medical care systems and organization * Understanding of Massachusetts regulatory and legislative process, and state and federal regulations governing health care facilities. * Capacity to work under specified deadlines in a dynamic environment. * Strong communication skills including the ability to clearly, concisely, logically, accurately, and persuasively in written, verbal, and visual formats in internal, external and public settings. * Ability to understand, apply and interpret the laws, regulations, policies and standards in Massachusetts, and pertinent federal laws and regulations. * Ability to research information affecting a broad range of substantive topics. /_Contract Period of Service_/ * This is a contract role for 6 months. /_Additional Contract Information:_/ * Benefits are unavailable with the exception of sick leave accruals. * Contracts are renewable, subject to the Department approval, performance, and allocation of funds. * All employees will be paid on a biweekly basis and must have direct deposit. /_DPH Mission Statement:_/ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high-quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
